The Legend of Zelda: A Link Between Worlds will let players enter dungeons in whichever order they choose with whichever items they wish, according to today's Nintendo Direct. The 3DS title adds an Ravio's Shop which, after a certain point in the story, lets Link rent or buy items like the hookshot, boomerang, and bow whenever he needs them.
